Phil came to Virginia Cooperative Extension in May 2013, having previously served for nine years as an agriculture & natural resources extension agent for the University of Kentucky in Whitley County. A native of Tracy City, TN, Phil earned a B.S. in Forestry from the University of Tennessee in 1995. In 2012, he completed an M.S. in Community, Technical and Leadership Education with a concentration in Community & Leadership Development from the University of Kentucky.
